Potential Investor Newsletter · Dangote Petroleum Refinery IPO · Edition 04 · 24 September 2026
Operating proof
The refinery is proving the operating case — now capital discipline matters more
Fresh regulator data show very high utilisation and a dominant share of Nigeria’s petrol supply. The business case strengthens, but the investment case still turns on valuation, Phase 2 funding and minority-shareholder discipline.
Strategic asset quality ≠ financial attractiveness at any price
Present-scale execution has strengthened materially. The unresolved issue is no longer whether the refinery can matter operationally; it is whether that industrial performance converts into durable minority-shareholder returns.
What changed
NMDPRA’s August statistics show Dangote at 105.21% average capacity utilisation, with 35.87 million litres/day of petrol delivered domestically. That is about 71% of national petrol receipts and coincided with imports falling 26% month-on-month.
What the evidence tells us
- Dangote produced 41.94m litres/day of petrol, 18.01m of diesel and 24.48m of aviation fuel in August.
- 35.87m litres/day of petrol went to the domestic market, while 9.73m litres/day was exported.
- Crude receipts by domestic refineries rose 17% month-on-month to about 683 kbpd.
- Petrol imports fell 26% month-on-month to 14.6m litres/day as domestic supply increased.
What it does not prove
- That a future 1.4m-bpd complex can be fed and financed on equally attractive economics.
- That today’s unusually strong product margins represent a normal refining cycle.
- That imports disappear: regulators approved about 830,000 tonnes of Q4 petrol imports.
- That strong retail engagement equals a verified institutional subscription or oversubscription figure.
- That listed DPRP capital will be fully ring-fenced from wider Dangote Group expansion.
Investment thesis
Strategic asset quality remains very strong and present-scale operating confidence has improved. The valuation question is different: better throughput does not itself widen the margin of safety at ₦525.
The next valuation step depends less on technical execution and more on normalised free cash flow after crude costs, sustaining capex, Phase 2 financing and minority-shareholder safeguards.
Decision
Current action: HOLD PLANNED ALLOCATION. Confidence in owning some DPRP has risen; confidence in increasing IPO exposure at ₦525 has not.
The next decision-useful triggers are verified institutional book coverage, a credible Phase 2 financing structure, clarity that DPRP capital is ring-fenced from wider group projects, and confirmed allotment/listing dates.
